A key public sector authority upgrading teacher standards and coordination in Delhi.
Our client is a prominent government body in Delhi, India, responsible for establishing, monitoring, and upgrading teaching standards and pedagogical methods across the state's public school system. The organization designs and executes professional development courses, skill-building workshops, and modern classroom technology integration programs for thousands of primary and secondary school teachers. Their mission is to elevate the quality of public education by ensuring educators are continuously trained in modern teaching methodologies.
Organizing ongoing education for a massive public school system is an enormous logistical undertaking. The client manages scheduling, venue allocation, speaker invitations, and attendance validation for hundreds of training sessions annually. These sessions run concurrently at various government buildings, schools, and partner venues throughout the capital territory.
To maintain teaching standards, the government mandates that all active public school teachers complete a set number of training hours annually. Tracking this compliance across thousands of individuals requires a reliable, transparent record-keeping system. However, the authority's existing administrative processes were heavily paper-based and struggled to handle the sheer volume of data.
The Challenge

Prior to this digital transformation, the coordination of the teacher training program was managed manually. Planning a single month's training calendar took up to 30 days. Program coordinators had to compile paper applications, write physical circulars, and coordinate with school principals via mail to identify eligible teachers. This paper-heavy workflow was slow, prone to data entry errors, and frequently led to scheduling conflicts.
Furthermore, filtering and targeting the right audience for specific training sessions was highly cumbersome. If the authority wanted to run an advanced mathematics workshop specifically for middle school math teachers, they had to manually sort through physical personnel files to identify and notify eligible candidates. Venue allocation and attendance tracking were also managed via paper sign-in sheets, which were easily misplaced and vulnerable to proxy attendance cases.
Finally, school heads had no direct way to track their teachers' professional development participation. They had to rely on teachers self-reporting their attendance or wait for quarterly physical reports from the central training authority, making it difficult to monitor compliance or plan classroom coverage.

What our audit found
Exposing the inefficiencies of manual workflow coordination.
Our engineering team partnered with the education authority to analyze their operational challenges. We shadowed training coordinators, inspected their database formats, and reviewed the flow of notifications and approvals. The diagnostic revealed that the lack of a centralized, accessible digital database was the root cause of their administrative delays.
Because school rosters, teacher profiles, and training history were stored in fragmented spreadsheets and physical filing cabinets, there was no way to automate notifications or verification. A coordinator planning a session had to manually verify venue availability, request budget approvals from senior management, and mail out physical flyers, a chain of events that could be broken at any point.
We also identified that attendance fraud and tracking lag were major concerns. Without real-time verification, teachers could claim hours for sessions they did not fully attend, or, conversely, legitimate attendees could face delays in receiving their certification and associated allowances due to processing backlogs. The authority needed an integrated web and mobile solution hosted on a secure cloud.

Centralized Teacher Training Portal (Moodle Customization)
We developed a centralized, custom web portal utilizing the open-source Moodle learning management system. We structured a comprehensive database containing profiles of all public school teachers, school heads, and training venues in Delhi. The portal allows administrators to schedule sessions, assign trainers, and reserve venues through an interactive digital calendar.
We integrated smart audience filtering, allowing coordinators to select specific subjects, grade levels, and geographic zones to instantly generate and notify targeted lists of eligible participants.

We integrated an SMS and email notification engine that automatically alerts teachers when they are nominated, sends reminders prior to the session, and triggers real-time check-in updates.
